Since the EU Renewable Energy Directive (RED II) came into full effect, the sustainability credentials of biomass fuel — not just the calorific value or ash content — have become a procurement requirement, not an optional add-on. For European importers claiming renewable energy credits, and increasingly for Japanese FIT power verifiers, the key question is no longer just "does this pellet meet ENplus A1?" but "can you prove where the wood came from?"

Vietnam's plantation forestry sector is well-positioned to satisfy this requirement, but buyers need to understand what to verify and what documentation to request. Here is the practical framework.

Vietnam's dominant wood species used in pellet production are acacia (Acacia mangium and Acacia hybrid), eucalyptus (Eucalyptus urophylla and E. camaldulensis), and rubberwood (Hevea brasiliensis). All three are fast-growing plantation species — not old-growth or natural forest timber. Vietnam has experienced net forest cover growth over the past two decades, driven by government-backed plantation programs that have created large areas of certified, commercially managed plantation estates in provinces such as Binh Dinh, Quang Nam, Phu Yen, and the Central Highlands.

FSC Chain of Custody (CoC) certification is the primary tool used to verify that pellets were produced from certified plantation timber and not sourced from illegal or uncertified logging. An FSC CoC certificate covers the complete material flow — from the point where raw wood enters the certified manufacturer's facility to the point of sale. It does not, by itself, certify the forest — that is covered separately by the FSC Forest Management (FM) certificate held by the plantation owner. When a manufacturer holds FSC CoC certification, it means they have documented controls ensuring they can identify and segregate certified material from non-certified material, and that the FSC-labelled product they sell genuinely originates from certified sources.

For EU importers, the chain of custody documentation from an FSC CoC-certified Vietnamese supplier provides the material traceability component of your RED II supplier sustainability declaration. You will additionally need the supplier's greenhouse gas emissions data for the production process — which should be available from any ISO 14001 certified producer who systematically tracks energy inputs and emissions.

For Japanese FIT biomass power verifiers, the sustainability verification framework requires evidence of legal timber sourcing, forest management practices, and land use change compliance. FSC CoC documentation, combined with plantation species confirmation and country-of-origin statements, satisfies the core elements of this verification.

At minimum, when sourcing from any Vietnamese wood pellet supplier, request: FSC CoC certificate number (verify on the FSC certificate database at info.fsc.org), FSC CoC declaration for the specific shipment, species declaration confirming plantation species used, and the supplier's ISO 14001 environmental management certificate as evidence of systematic environmental controls.
